Mr. Brinton is an attorney and shareholder at the law firm of Rogers Towers, P.A.. He specializes in commercial litigation as well as complex First Amendment and land use issues involving sign and billboard control. Mr. Brinton received his B.A. degree in 1974 from the University of Virginia, and his J.D. degree in 1977 from the University of Florida, where he served on the Editorial Board for the University of Florida Law Review.  He is admitted to the U.S. Supreme Court and all federal circuit courts of appeal and has authored more than twenty federal appellate briefs in connection with First Amendment issues involving sign regulation.  Mr. Brinton has appeared as a speaker and presenter at more than thirty legal seminars involving First Amendment and sign control issues.

Mr. Brinton is a past president of the Jacksonville Bar Association (1991-1992), Leadership Jacksonville, Inc. (1990-1991), Tree Hill, Inc. (1992-1994), and the Jacksonville Community Council, Inc. (1998-1999). He chaired JCCI's Community Leadership Study (1995-1996). Mr. Brinton was co-founder of Scenic Jacksonville, Inc. a/k/a CAPSigns, Inc., and Citizens for Tree Preservation, Inc., which led successful citizen initiatives to amend the Jacksonville City Charter in 1987 (billboard control) and in 2000 (tree preservation and conservation). He also spearheaded a local private-public partnership that led to the undergrounding of overhead wires in an historic neighborhood and co-authored Jacksonville’s Zero Tolerance for Litter Law in 2004.

Mr. is a member of the Board of Directors of Scenic America, Inc. In May 1995, Mr. Brinton received the "Lawyer of the Year Award" at the Jacksonville Bar Association's Law Day Luncheon. The same year, he received JaxPride, Inc.'s 1995 Leadership Award in recognition of his involvement in environmental beautification. He received the Jacksonville Environmental Protection Board's Award in the Category of Individuals for the Year 2000, and Greenscape of Jacksonville, Inc.'s 2001 Canopy Award.  Mr. Brinton received the Milestone Award for Citizen Advocacy from the Jacksonville Community Council, Inc. in 2005, and the Prize for Civic Engagement from The Community Foundation of Jacksonville in 2007.
